I do not agree of the saying "The most expensive is the best" It's absurd to
called it this way. We should say " The most expensive will not always give you
the best shot, it just increase the chances of getting it"
To me, use what you have and get the juice out of it, will be the best choice.

I'm a user of Canon, so I'm not sure about D70s. However just as the posts above, you have to consider what your needs really are. Otherwise you might only get a bare DSLR with a kit, which will sure limit the fun of DSLR photographing. (Might even be worse than getting a DC if you're not clear about what you need a DSLR for.)
Another suggestion for a person with limited budget like you is to look around your relatives, friends, etc. and see what equipments they're using. Choosing the same brand as the ones who would like to lend you their lenses would also be a nice policy...(might also increase the chances to get "second hand" lenses in a cheaper price..)
