以往QVGA和VGA我都不太能解釋得很清楚
總是辭不達意
不過確實是如同Kevin-K兄所講的一樣
就好像螢幕是15吋
但您可以把解析度調成640x480或1024x768
所以說囉
您可以把iPAQ 4700的4吋螢幕當成是一台最高解析度可以達到640x480的LCD
但因為PDA比較小的關係
若是設成640x480解析度的話
文字看起來就會更小
所以廠商多半把應用軟體設定成320x240的解析度，而畫質仍是VGA
但您可透過類似像SE_VGA這種程式來調整解析度的大小
只是SE_VGA是國外的軟體
目前並不支援中文機
但您要使用也不是不可以
這時就要透過一些修改的手段來達成

I am not sure this is accurate.
If you have a image with resolution (240 x 268), it will be displayed in the whole screen of QVGA (240x320, you got 26 pixels at top and bottom task bars). If you put in a VGA device (480x640), supposedly, it will only occupied 1/4 of the screen. However, you did not see this happened in hx4700, in other words you still see it occupied the whole screen and the resolution and clarity is not greater than QVGA. The reason was the WM2003SE OS has a trick. If OS detect your software is "VGA-aware", then OS just lleave the image alone. On the other hand, most of software were developed before VGA age, in order to let software run as it would in QVGA, OS automatically "double" the pixels for "width" and "hight" of image. It will automatically "expand" the image "4X". Under this cirumstance, your software will "looks" full function in VGA device.
Using SE_VGA, it disable the trick in OS, everything will just follow the way it supposedly to be. If you have 16 x16 image, it will be displayed as 16x16 (not 32x32 before you apply SE_VGA). The advantage is you fully take the extra resolution and clarity provided by VGA device, the down side, everything shrink into 1/4 of size.
Tweaks2K2, which can not be used in Chinese OS, adds a "VGA resource" into the individual program. In that way, OS thought this particular software "can" support VGA, therefore does not apply the trick to it. This can be done also by be done maunally (was posted before).
How the users to choose the way to take advantage of VGA device is a personal preference. For me, I can not see the samll image and text so I don't use SE_VGA at all. I rather to use the trick to deceive OS.
My personal beleive, all the software developers are currently try to make their software to support VGA and these issues will be gone in near future.

Because SE_VGA isn't used in 4700(Chinese), so I don't study in this program.
I think, "the small image and text" is also a big problem for PDA users. So the software must support VGA with change the size of images and texts, or users
will not like to use it.

I personally recommend using ozVGA in combination with ForceHires in a Chinese OS device
instead of Tweaks2k2 with SE_VGA, if someone else is still interested in this topic. 
After being a guinea pig for almost 2 months,
I only came to the conclussion that the best way is to WAIT, until the programs themselves have been upgraded to support VGA devices!
