You only test the "HALF" of performance in Prius.
Because Prius will give you all the neccessary power from engine and battery in an inclined road. So the MPG will be low 20~30 MPG (miles per gallon) as expected like the regular car. However, when you return by the same road which becomes a declined road. Prius will shutdown the engine most of the time and the kinetic energy in a downward slope movement will transform into electricity and stored in the main battery. You will find you can get 100 MPG, and I don't think the regular cars will have the same advantage like Prius.
Therefore, You still can get 40~50 MPG when you drive the same road back and forth like most people do (from home to office and then come back)

A possible gas consumption in a declined road (pure electric mode)

I want to say that the road test should be done in a round trip not in an one way.
If you only do Prius road test in an ascending road and get the expected low MPG (miles per gallons),
you should not say and conlcude that Prius was bad in MPG. Because you did not test it in a descending road which you will get very high MPG. And the average MPG
for a round trip at the same road , you still get around 40~50 MPG which is better than any car.
Most people drive the car from A to B,and then come back from B to A. The result from an one way test will not give you a true information of hybrid system performance, but it may misconduct the readers.
Even in the highway, I drove in 65MPH( >100KM/Hour) under zero degree temperature, I still can get more than 45 MPG. So Prius not only perform very well in city driving, but also very good in highway driving. Only the short trip is the killer of MPG. (The first five minutes you always got 20~30 MPG)
