1) all of a sudden just stop contacting her, cut all communications ...until she contacts you (after a few attempts) and asks what's going on.
2) ask her out by saying you guys need to talk, in a depressing but calm tone. when in person, tell her (again in a lightly depressed but calm tone) that you really like her and can't just be her friend (but never ever ask her to be your girlfriend). And that you can't go on like this anymore. Then just leave.
3) if she contact you back, congratulations...if not, just leave it behind and don't look back.
