網路上訂購遊戲的訂單遭到取消,卻還未退回款項 該如何解?

小弟我兩天前在R星官網上購買了GTAV的遊戲,但是當我購買遊戲之後他卻寄了這封信給我

因為是用VISA金融卡付帳,我的訂單被拒絕但是卻依舊是有扣了我1800的金額
於是我便回信去詢問訂單問題,而R星卻回復了另外一封有問題的信給我

他提到我的訂單被清除了,那我的錢會回來嗎?
因為這樣訂單出問題所以我想取消的話那是應該要如何將訂單取消以及退回我的款項?
VISA金融卡退款是有時間差的, 樓主可用 "VISA金融卡刷退" 去google一下相關資訊.
不好意思 從上一次問題到現在已經過了10幾天了,他那個交易失敗的錢依舊是沒有給我
我上次又寫信給他,回了一串超長的文給我

incorrect billing information. If you would like to attempt your order
again, we recommend that you enter your billing information exactly as
it appears on your credit card billing statement. If your middle initial
appears on your credit card, please include it.

裡面提到我的訂單已被取消了
但是我過了那麼久依舊是沒有拿回我的錢啊

並且打去中國信託客服卻跟我說沒有刷退的紀錄
那我現在應該怎麼辦??
如果您的商店有提供退刷的服務,可能僅需兩、三個工作天,至多一週,
若是有些商家是以不請款的方式退費,可能就會拖更久, 甚至到一個月以上.

業者有回說"your credit card has not been charged", 即表示業者不會去請款(即上述的第二種方式), 所以銀行也沒有收到刷退紀錄, 樓主就只能慢慢等了....
