Called TWM today and got the answer -- THEY DON'T GIVE A SQUAT ABOUT THE PROBLEM!!!
The customer representive offered no working solution, and even worse -- she bs'd me(in the signature soothing tone, of course) about how this is a DISTINCT FEATURE of their service to AUTOMATICALLY CHECK AND SUGGEST THE UPDATE EVERY SINGLE TIME, so no iphone on other carrier has the same symptom...
Being a long time TWM customer, I think it's time to change my carrier...
SUGGESTION: STAY AWAY FROM TWM IPHONE AT ALL COST
