Notes:

* A new provisioning interface has been created for X70, see X70
Provisioning Interface Help.doc for more information.
* Auto-Tx Cal modified to counter a known bug with the Wavetek
4400. The power meter will sometimes return no power when the
phone is transmitting. The fix resets the power meter to clear
the bug and performs the measurement again. This fix reduces
auto-calibration errors noticeably.
* Handover of CB2000 project ownership to MLN, PMCE-CS.
