I tried everything listed here for the last 3 weeks on a Pixel 4a with nothing working
TODAY noticed someone further in the thread suggested changing "Personalize using app data" in privacy. NO REBOOT NEEDED
1) Turn off At A Glance (long press the widget, customize) Click on the text showing the "At A Glance" option - NOT the gear icon. Choose "Turn Off"
2) Click the Gear icon and turn off "Weather"
3) Go to Settings, Privacy, turn on "Personalize using app data)
4) Long press the widget again, customize, click "At a Glance" text, select "Turn On"
5) Click the Gear icon and turn on "Weather"
6) Lock devicve with power button and then unlock
