If the news is correct, not only this referendum will not change Chinese Taipei's name as stated in the 4th paragraph: "...at its meeting on 2 and 3 May 2018 in Lausanne - and decided to re-confirm the IOC's position and not to approve any changes to the name of the CTOC.", it could trigger potential issue of being forced out of IOC.
What's more ominous is the subsequent paragraph hints that Taiwan's CTOC might be exposed to the protective measure set out in the paragraph you have referenced Rule 27.9.
It's really not smart to challenge this letter, the letter stated "...any attempts to exercise undue pressure on the CTOC to breach....1981年的協定" 就有可能啟動你講的那一條,直白講,有可能被踢出去,但是CTOC有機會再被踢出去前去IOC讓自己的聲音被聽到。
