Ok... here is the situation...
If you install iSight on the PowerBook, since the Mac MSN doesn't have video conference feature, you are not able to do video conferencing with other PC user on MSN. However, you still can use iChat on PowerBook...

So, to answer ur question... Yes, you are able to install on Powerbook, and No, you're not able to do video conference with PC user via MSN

AIM = AOL Instant Messenger

Yes, I think you can video conferencing with PC user using AIM. Just make sure the person you want to video conferencing with is using AIM...
