It depends on how he negotiate with dealership or bank, if he deposit a reasonable amount of cash in bank. They may let him do it. But like what you said, without credit number here, he may get high interest rate. My friend has no legal document here but he still got car loan.....17.5 to 35% and you have to put one GPS tracking device to let them trace you.
