Please note I will trim (remove) the power scaling section from our review. The data is accurate for the MSI motherboard used. BUT It appears as though MSI is very aggressive on voltage and doesn’t correct this when power limiting the CPU.

This in no way changes our conclusion about the 13900K, as it was based entirely on the out of the box behavior which is to run without power limits on all Z690 and Z790 boards as intended by Intel.

It seems like the issue is with the Intel XTU software rather than the MSI motherboard. Lesson learnt, I'll always power limit in the BIOS moving forward. I was mostly focused on the package power in HWinfo. Anyway, sorry again for the mistake, the video should be fixed soon.

It's the power scaling that's the issue, the 13900K looks to be more efficient when power limited. The power consumption graph in the review is accurate and hitting TjMAX out of the box in under 20 seconds with a 360mm AIO is the default configuration.
