Tower will be less noisy compare to rackmount JBOD and you do not need a rack to fit all chasssis.
you should get about 500MB/s through-put by this set up which should be enough for video editing ( about 40 fps). over all cost should be under 200K NTD not include HDD (only for your reference, I don't know market price on card and JBOD
)PS. connection from host to JBOD will be 8088-8088 extenal miniSAS cable, and you will need 4 cables.
