In economics, "Pareto Improvement" means someone's utility is improved,but no one loses his utility.
What you are talking about is Taipei lose it's capital position and Taichung get capital position.
It is not an improvement but a redistribution.
Taichung is not qualify to be a capital.
First, it is localed in earthquake area.
Second, it's people mainly commute by motocycles and cars. In the capital, people mainly commute by MRT and buses.
Third,Taichung is not an international city. Taipei definitely is an international city, because we get foreigner-friendly environment.
In this world, there is no country relocating the capital because of high house prices.
