１６日午前１０時過ぎから福島第一原子力発電所付近で白煙が立ち上っている状況について、東京電力は記者会見で「（煙が上がっているのは）３号機と４号機の方向だ。３号機が一番怪しいが、確認中だ」と場所の特定を急いでいることを明らかにした。
また、正門付近で午前９時現在、毎時５８７マイクロ・シーベルトの放射線量を検知したという。
