應該是你所購買的iTunes Gift Card是別人利用信用卡欺騙買來的，
所以當apple發現他們沒辦法從信用卡中扣掉這筆款項的時候，
會鎖定您用這張卡充值的帳戶。
最後一段有說上訴他們也不會重激活這個帳戶，只能另建一個新帳戶
投訴賣家試試吧
不過網路上的賣家很少有人會承認的....
