First of all, Taipei government use a controversial law in this case, and take the wrong example, such as PCHome and Yahoo online shopping website, their software policy were not restricted by this rule, but Taipei government try to misunderstanding people.
Secondly, as I said, if Google can't decide to compromise with Taipei government's asking in a short time, stop the selling service is the best action that I can thought, and 24 hours to revise the code to let you use the software you paid, I think it's quite fast, although it's not pretty stable right now
