Here is the inference.
While the heath index changes from 6% to 3%, the "spare space" index does not change at all (i.e. keep at 64h). What does it mean that "spare space" index does not change at all? It means that there is no new bad block while the health index changes from 6 to 3%. You know that the percentage used index (i.e. 5Eh and 61H you see from the snapshots) could be affected by (1) bad block numbers and (2) erase counts. Since there is no new bad block, it is believed the health index is affected by erase counts. Understand?
