Go to page 139 in the big PCM Manual under the heading "Setting wiper operations", then the section on "Setting activation of the rain sensor". At step 4. in the procedure, mine was set to "Automatic". I changed it to "Manual" to see what would happen, and just like magic, the problem went away.
