美國有聯邦憲法和各州的州憲法，州憲法的部份各州可自行解釋，沒有什麼問題才是。

"The Circuit Court of Cook County" 是廵迴法院，伊利諾依最大的廵迴法院。

伊利諾州的州憲法的第13章第5條有規定：「Membership in any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof, shall be an enforceable contractual relationship, the benefits of which shall not be diminished or impaired.」
