An Open Letter to Vice-Chanellor of the University of London

22 March 2021

Professor Wendy Thomson
Vice-Chanellor of the University of London
c/o Fiona Bernardone (Mrs), PA to the Vice-Chancellor

Re: Issues of President Ing-wen Tsai's PhD-degree fraud

Dear Fiona:

I hope this email find you well during the COVID19 pandemic. Two years ago, I started to contact you on 06 August 2019 to convey my concern about President Ing-Wen Tsai’s fake-PhD issues to Vice Chancellor (VC) Wendy Thomson. At that time, you notified me that you would ask the Office of Diploma to investigate my inquiry into Tsai’s issues. Unfortunately, the later development indicated that the University of London and the London School of Economics (LSE) were reluctant to disclose the truth.

For the cause of academic ethics, I never stopped the investigation of Tsai’s PhD scandal. This scandal is particularly severe and shameful because she holds a supreme-power position in Taiwan.

Here are some updates from my investigation in Taiwan and I take the liberty to share them with you and VC Wendy Thomson:

1. President Tsai has recently been found that she was actually hired as a lecturer at Soochow University starting from 01 August 1983. Soochow has been a private university in Taiwan.

2. This finding once again confirms that Tsai was not awarded an LSE PhD on 14 March 1984 and that the alleged PhD viva of 16 Oct 1983 (a Sunday) was actually a fabricated event.

For your information, in the 1980s, any PhD holder's starting position with any university in Taiwan was always a position of “Associate Professor” at that time. But in stark contrast to the then-prevalent situation, Tsai’s starting position was a position of “Lecturer” and this position began on 01 August 1983, which was just about two months and sixteen days before the alleged PhD oral examination of 16 October 1983.

It was totally impossible that an LSE PhD candidate actually taught in Taiwan while also having to prepare in London at the same time for her PhD oral examination on a “magic” Sunday.

It should be very clear that VC Wendy Thomson can see the sheer absurdity of Tsai‘s being a lecturer in Taiwan and concurrently being a so-called PhD candidate in London.

I have obtained other evidence as well in support of my finding that both Tsai and the UK side have jointly attempted to cover up the entire scandal.

For instance, there has been no record of any formal acquisition of an examined PhD thesis in the case of Ing-Wen Tsai according to the UoL's own documents. However, both the UoL and Tsai claimed that the PhD thesis was lost. The UoL further said that Tsai’s so-called PhD thesis was lost between 1984 and 2010 because of the UoL’s internal remodeling. Anyone can refute such a “lost” excuse in an instant for nothing can be lost if it does not preexist.

Now, the First-Tier Tribunal has resolved the “Territoriality” issue relating to Michael Richardson’s FOIA2000 request and the ICO must respond to Richardson’s inquiry into Tsai’s PhD examiners by the extended deadline of 24 March 2021. We will see very soon.

I see no reason why the UoL refused to disclose Tsai’s PhD examiners for the so-call “Sunday Viva”. In fact, such information about a PhD candidate’s examiners should be public in the academic world.

Why do the UoL and LSE want to risk tarnishing or insulting themselves without learning a lesson from the mistakes they had made in a decade?

In 2011, the notorious Gaddafi scandal broke out and embarrassed the LSE, a British prestigious university in the world.

In 2013, the media disclosed that the LSE lied in the first place that former Sri Lanka President’s son Sajith Prenadasa was awarded a bachelor degree. In fact, Sajith Prenadasa never completed his undergraduate study in the university.

Is another scandal forthcoming soon? I am worried.

I’d like to remind VC Wendy Thomson that If the UoL and LSE dare fabricate two examiners (external and internal) without upholding academic ethics, we will soon see a shocking global scandal much worse than the Gaddafi scandal. I hope these two universities could be courageous enough to tell the truth.

No one can hide things forever in the dark. Leonardo da Vinci said it well: “Nothing is hidden under the sun.”

Best regards,

Hwan
