A. Background of President Tsai's Severe Degree Problems
Taiwan's President Tsai Ing-wen claimed in public that she earned "1.5 PhD degrees in law" from the London School of Economics and Political Science (LSE) within two years. Further, President Tsai said that her "1.5 PhD degrees in law" was awarded on 14 March 1984, whereas her student record indicates an unknown degree awarded in February 1984. President Tsai also said that her PhD diploma has a statement mentioning "Tsai Ing-wen has a very strong academic expertise in international trade," whereas there had been no such things printed on any PhD diplomas issued by the University of London, a degree-awarding body while President Tsai was a graduate student at the LSE.

1. Worse yet, President Tsai's degree problems are too bizarre to be explicable. Her so-called PhD thesis has never been cataloged in the Senate House Library, IALS (Institute of Advanced Legal Studies) Library, and LSE Library. Her thesis in physical form has never been existent anywhere within the University of London's libraries or without. The University of London has no microform made in the 1980s for President Tsai's thesis, either.

Given the persistent nonexistence of President Tsai's thesis at the University of London - be it in catalog, or physical form, or microform the British Library established a catalog for President Tsai's non-existent thesis for the first time in June 2015 while ProQuest did the same cataloging for the first time in June 2009. The LSE Library received a tardy thesis from President Tsai in June 2019, which was 35 years overdue.

3. Even more bizarre is the absence of official records of President Tsai's PhD examiners for her PhD viva allegedly held on a Sunday dated 16 October 1983. Both the University of London and the Council of the LSE already denied holding any official records of
President Tsai's PhD examiners and their post-viva reports. Yet, in December 2020, Mr. Keven Haynes as Head of LSE Legal Team
fabricated two "PhD examiners" (Professor Leonard Leigh and Mr. Michael Elliott) for the Republic-of-China Ministry of Jurisdiction.

When President Tsai's degree problems came to light in 2019, someone posted a seemingly official statement on 8 October 2019 at the LSE website to endorse President Tsai's claim that she holds an LSE PhD degree. This statement has no signature, however. So, the question of who issued the LSE statement has remained unknown to the public particularly in Taiwan.
4. 2019年蔡總統學位問題曝光後，有人於2019年10月8日在LSE網站發布看似官方的聲明，認可蔡總統擁有LSE博士學位的說法。不過，這份聲明並沒有署名。因此，倫敦經濟學院的聲明是誰發布的問題仍然不為公眾所知，尤其是在台灣。
5. President Tsai holds supreme power in Taiwan. Her integrity matters for democracy and the rule of law. Hence, there is a strong public interest in the authenticity of her PhD degree awarded while she was registered as an Internal Student at the LSE between October 1980 and June 1982 (Note: she withdrew from the LSE on 10 November 1982). As a public institution, the LSE is obligated to disclose the information about who issued and posted the LSE statement.
5.蔡總統在台灣擁有最高權力。她的正直對於民主和法治至關重要。因此，公眾對她在1980年10月至1982年6月期間在倫敦經濟學院註冊為內部學生期間所授予的博士學位的真實性抱有濃厚的興趣（註：她於1982年11月10日從倫敦政經學院退學）。作為公共機構，LSE 有義務披露 LSE 聲明的發布者和發布者的資訊。
6. Appellant's FOIA request for such information is not vexatious. Instead, it matters for Taiwan's democracy and the rule of law as well as the LSE's transparency and integrity in awarding academic degrees. Besides the final submission, Appellant has three other important submissions in the hearing bundle [10-10-2022 (A18-A21); 15-12-2022 (A67-A89); 04-08-2023 (A90-A96)] to justify his FOIA request and appeal.
6. 上訴人根據《資訊自由法》索取此類資訊的請求並非無理取鬧。相反，它關係到台灣的民主和法治，也關係到倫敦經濟學院授予學位的透明度和誠信。除了最終提交的資料外，上訴人在聽證會上還有其他三項重要的提交資料[10-10-2022 (A18-A21)； 2022 年 12 月 15 日 (A67-A89)； 04-08-2023 (A90-A96)] 證明他的《資訊自由法》請求和上訴是合理的。
C. Conclusions
Appellant, for the above-stated reasons, seeks a Tribunal determination that his FOIA request was not vexatious. Appellant also seeks an order returning his FOIA request to the LSE directing the processing of his request in accordance with the law. 行政法院
C. 結論 基於上述原因，上訴人尋求法院裁定其《資訊自由法》請求並非無理取鬧。上訴人也尋求命令將其《資訊自由法》請求返還給倫敦政經學院，指示依法處理其請求。

還不是照樣總統做到2024，卸任以後呢？能以這個理由來像陳水扁一樣抓去關？
李眉蓁有被抓去關嗎？
「傷害與痛苦」？「丟臉下台」？........ 想太多了吧？
所以這叫做：

想叫LSE追回蔡英文博士學位，只有一個方式可以成案：論文抄襲或代寫。
其他甚麼論文錯字多，含金量不足，根本不構成LSE追回蔡英文博士學位理由！
大學獨立的原則就是，學位的授予流程是大學獨立自訂的，大學說了算！
公議的部分頂多就是你這所大學學位含金量不足。
搞到現在還在搞論文內容，論文根本不是重點，重點是LSE已授予蔡英文博士學位。
有本事就去檢舉蔡英文論文抄襲！請LSE追回。
