"XX年度國防授權法"是美國眾議院通過的"當年度國防預算"，台灣一缸子蠢蛋不求甚解看標題編故事，搞不懂授了什麼權？年度預算本身就是一個法案(Bill)，眾院通常加上額外無約束力但書表達政治立場而已。

(b) Establishment.—Subject to section 514 of the Foreign Assistance Act of 1961 (22 U.S.C. 2321h), the President may establish a regional contingency stockpile for Taiwan that consists of munitions and other appropriate defense articles.
紅字是重點，要知道，英文的 may 和 shall 差很多，may 是有選擇性的，要做不做都行，shall 是強制性的。
左一句 ”not more than (不超過)“，右一句 “may 或 if”，這法案關於台灣的部分彈性超大，根本就是文字遊戲。

至於你說的 “去年就同意中共打台灣可以直接出兵，省掉還要國會開會損耗時間”
。。。。最好可以這樣，今年剛宣誓的議員們難道選假的？將來連要開會投票都沒資格，因為前一屆已經把票投好了，這種說法會有人信也是厲害了。
