「米魚」表示，一般流浪犬都打晶片，傳統植入晶片廠商太多，品牌複雜，撿到後判讀失真，不一定判讀出來，民眾若沒有判讀機，也無從判讀，據統計有98%流浪犬找不到主人，狗又不會說話，流浪犬咬食垃圾製造髒亂，甚至染上傳染病，成群結隊半夜亂叫，影響社區安寧，花紋辨識建檔將協助牠回家。

Since you are using English, you might be living in USA for awhile, or other place which use English as their first language. I am living in USA, the abandon animal sometimes happen in USA too, but the way they process those animals are more humanity in many Asia countries. I am not saying how kindness of the Western people are, I think they have many advantages that we can learn from them.
At first, the animal send to the animal shelter, the vets in shelter will check the animal which have any disease or sickness, they will judge cure it or put it to death, because some disease might effect to other animals, or some sicknesses are unable to be cured or will cause animal lots of pain, so the best way is put them to death; of course, all animals which put to death are treated very humanity and almost no pain.
At second, Vet will investigate the animals' behavior, this step is helping vets to know more about this animal's psychological side, because some animals are training for fighting (like Pit Bulls), this kind of animal is not only hurt human, but they hurt themselves or everything in sight, it cannot fit to be adopted by any people, the shelter will put them to death too, since they will hurt human, it is not adoptable.
At final, they neutered all the abandon animals, and inject the chip, then they are ready to be adopted.
Those processes like the filter, they filter all the bad factors to avoid any chances of accidents, and then they open house for adoption. Adoption is the best way to get pet as the first time feeder, most animal breeders "don't" sell their animal to the first feeder. If you want to buy dog from a breeder, you will have interview with them, they will need you to provide picture of your house, it is not easy to get a dog from breeders if you don't have any experience or record. Of course if someone have abandon animal in his record, he won't have any chance to get any pet in his house, because no one will sell to him, and the shelter won't allow him to adopt any animal from shelter.
On the other hand, there are many Animal police working on the street, their authority as normal police can arrest people, they can carry gun and handcuff.
hope some day Taiwan can have those completely laws and enforcement to protect animals....Everyone from their heart knows pet is not only animal, but also the members of family.
