It's a better translation, really, because for you "water" may be a beverage for you to drink (like a tap water), but the word also commonly refers to all sorts of clear colorless odorless tasteless liquids such as ocean, sea, aquas, etc. The definition of tea also has different meanings according to country. Tea could be a cold beverage such as "iced tea", or it can be a symbolic term that refers to Taiwanese beverages.
If you don't like the original translation, you might want to use "tap water" or "purified water".
