總之我一開始說：I thought we all live in 2013. However it seems some of our surrounding nations are still savages.
然後他說：The Philippine government says the Taiwanese boat rammed them first.
我：you believe that? a fishing boat against an armed ship? and even so, shooting?
他：Who knows? I don't automatically believe the Taiwanese side either. Maybe the Philippine ship did something bad, but the Philippine coast guard isn't insane. I doubt they'd fire on another ship for no reason.
我：I understand it's reasonable to not to believe in either side, when no video or something there as evidence. But don't you think such act violated the principle of proportionality? I don't think it's moral to use deadly force in this case.
我：the reason of the firing is that the Philippines government think that the sea area is their territorial sea. However "A state's territorial sea extends up to 12 nautical miles from its baseline" .... the incident happened 60 nautical miles away from their coast, and it's in the exclusive economic zone of Taiwan.
然而... 為了求證，而不是被新聞遷著鼻子走，我看了一些資料：
事發地點在這：北緯20.07度、東經123.01度 (注意箭頭左邊的那些小島是菲律賓的)
雖然：
這次出事地點是在台灣屏東縣180海里處，根據國際海洋法公約，領海國可以有12海里的領海，同時還可以有200海里的專屬經濟區，出事地點應該是在專屬經濟區之內，距離菲律賓有60海里，也可以說在菲律賓的專屬經濟區之內，但是並不在菲律賓12海里之內，因此它沒有侵犯菲律賓的領海，它應該是在一個交叉管理的一個水域，因此台灣的漁民在那兒進行漁業作業應該是合理合法的，但是菲律賓對它進行了射擊，這肯定是一個粗暴的非法行為，也干涉了國際公約。(http://news.sina.com.tw/article/20130510/9573843.html)
但是，根據維基百科的經濟海域劃分...

維基百科對領海與經濟海域的定義：
Territorial waters, or a territorial sea, as defined by the 1982 United Nations Convention on the Law of the Sea,[1] is a belt of coastal waters extending at most 12 nautical miles
海岸線12海里，這部分兩邊都沒
Generally, a state's EEZ extends to a distance of 200 nautical miles (370 km) out from its coastal baseline. The exception to this rule occurs when EEZs would overlap; that is, state coastal baselines are less than 400 nautical miles (740 km) apart. When an overlap occurs, it is up to the states to delineate the actual maritime boundary.[2] Generally, any point within an overlapping area defaults to the nearest state.[3]
一般來說經濟海域是海岸線200海里，但若兩國之間的海峽比400海裡還短，就會發生經濟海域重疊的狀況。當有重疊的情形，各國可各自劃分實際的海域邊界。一般來說，在重疊的經濟海域裡，若某個點比較靠近某國，不代表這個點是該國的。
但是... 不管是台灣還是中國，那些小島的旁邊，都沒被劃入中國或台灣的經濟領域
中國沒爭議的是紫色海域，粉色海域是中國和台灣共同宣稱的，中國與其他國家有紛爭的是淡粉色海域
所以.... 我的結論是：
1. 於情於理，菲律賓船射殺台灣船員是不道德的，不符合比例原則的。
2. 但是，雖然沒實際的法律過錯，然而台灣人跑去靠進菲律賓小島那麼近的地方........... 而且明知道那邊有爭議... 唉。今天就算菲律賓跟台灣都談好了，一人一半，這些船員也都超線了。
在yahoo國際的新聞裡，有菲律賓人留言：
小偷，海盜，盜獵者，和騙子有什麼共同點？他們都是中國人
我好高興我們的海岸防衛隊有種，該是射殺每個進入我國海域的船隻了。這些中國小眼睛的豬應該學到一堂課了。
不道歉，請尊重我們的海域，不要在我們領海內捕魚
