Dear ICC Prosecutors,

We are writing to ask the ICC to investigate Taiwan President Tsai Ing-wen’s crimes against humanity.

During the pandemic, Taiwan has not offered testing to the public for COVID-19 and made cases of infection appear very low. However, today, Taiwan is battling the COVID pandemic, reporting more than 12,000 cases over the past weeks, with at least 400 deaths.

Tsai told Taiwan people that the Taiwan government’s overall purchases of COVID vaccines would fall between 30 million and 45 million doses. However, to date, only 870,000 vaccine doses have been delivered (including 400,000 AstraZeneca from COVAX) for a population of over 23.5 million.

Private enterprises or religious groups contacted Tsai and her administration to donate vaccines to save Taiwanese life. For example, Fo Guangshan Buddist Organization wants to donate half a million Johnson & Johnson vaccines, and Terry Gou, the founder of Foxconn, 5 million doses of BNT vaccines. Sun Yat-Sen School president Chang Ya-Chung also intends to present 10 million doses of vaccine to Taiwan. Unfortunately, these generous donors encountered red tape from Tsai and her administration.

May 30, 2021, Tsai announced her administration had signed a deal for 10 million doses of domestically made COVID vaccines. None of the domestic vaccine makers have completed phase 2 clinical trials.

June 4, 2021, Japan donated 1.24 million AstraZeneca doses to Taiwan. However, people who have received priority of vaccination are those privileged, with connections to Tsai, her administration, and her political party.

The people of Taiwan are crying, "Give us COVID vaccines; we don’t want to die." However, Tsai appears to be deaf. Both Taiwanese people in Taiwan and the overseas Taiwanese are appealing ICC to investigate Tsai's crimes against humanity.
